My daughter is 15 months old; she’s already standing and can take a few steps on her own. She refuses to walk out of her own chair, is this normal?

Yeah, she probably still finds it a bit scary. You can practice with her by encouraging her to walk toward you using something she likes, and then gradually move a bit further away each time. But ultimately, she'll only really start walking independently when she's ready, and that can happen very suddenly and quickly.

But she can stand and take a few steps on her own, so I wouldn't worry too much yet.

That's normal, you can help her. Hold her hands or buy a stroller (like a baby stroller). Every child develops at their own pace. Before you know it, she'll be running through the house and you'll have to chase after her.
