Toddler girl 2 extremely shy??

Good morning everyone,

I'm feeling a bit helpless.
Normally I think "it's just a phase" about everything, but now I'm not really sure what to do with this.
We have a daughter who turned 2 in January, and she really doesn't want anything to do with anyone else (except dad, mom, grandma & grandpa).
We don't have any other little ones in the family, but she does go to daycare 2 days a week. When dropping her off she always cries a little bit, but then she has a fun day, which I hear from the teachers.
Now I notice more and more that when we're at a kids' party (like last weekend), she won't have anything to do with anyone.
People aren't allowed to say hi to her (she then shouts very loudly "No!", no touching, and she'd rather just not say anything at all.
Then she only wants mom and clings to me, and it takes an eternity before she's willing to just stand next to me.
I don't feel very comfortable in those situations, since other kids are playing, running around, and enjoying themselves.
When we leave, she does say she had a lot of fun, which I find quite peculiar.
She also has quite a strong will of her own, and if she doesn't want something, she clearly shows it with a loud "Nooooo!"
Even when we go for a walk and a stranger says something to her, it's the usual "No!"
She looks super cute, so you wouldn't expect her to act like that.
I'm not really sure what to do with this. I ignore it, but that doesn't change anything about the situation.
Anyone who can offer me some support and tips???? :-(

    Hi! Coincidentally, my son has also been doing this for a month now: he always wants to give a little wave first and wants to sit by me. He observes everything for a bit, and sometimes he needs a little push to get going, but eventually, he starts playing and the ice is broken.
    I just see it this way: if you don’t feel safe and aren’t sure if the other people are trustworthy, you stay close to your mom or dad.
    In other situations, he makes contact very easily and even talks to people on the street.
    I do let him sit on my lap if he wants to, and when I notice he starts babbling or pointing at things, I try to direct his attention to them, and it works really well. Then he’s happy afterward. It probably also has to do with his age, I think.
    That’s how we handle it. Maybe it’s helpful for you too.

    Our daughter is also quite introverted. I don't worry about it right away: it's just her character. At daycare she does well, although I know she'll quietly read a book if things get too loud. She does play with other kids during calmer moments now. When she was younger (she's 2 now) that was harder for her. At parties, even when I'm there, she doesn't really want to go and prefers being with adults. She is who she is, and as long as she handles things this way, I'm fine with it. She knows her limits very well.
