Introduction failed, who else?

Hey,
Last Monday I had to go in to be induced at 38 weeks because our baby is small and isn't gaining enough weight anymore. They estimate the baby to be 2kg560 now.
They started by inserting a pill, but after 5 hours there was no reaction, so they inserted another pill. After another 5 hours, still no reaction, so they inserted some kind of wire/cotton swab with hormones. After a whole night and morning, my body still showed no signs of response.
0 cm dilated and no contractions.
Has anyone else experienced this, where the induction failed?
Today I've walked a lot and worked in the garden. I've also eaten spicy food, fatty foods, and drunk tonic water. I'm going through the list to try and bring on contractions and/or dilation
