I took my son to the playground very early on. Both indoor and outdoor. They can already have fun crawling around.
Also, finger painting is highly recommended.
And I always get lots of fun ideas from Pinterest myself.

Petting zoo, playground, going to see the ducks in the park, cycling, going to the woods, buy a sandbox (fun for getting messy), going to the library (they often have a children's section)...
