Will he be awake 24/7 then?

He sleeps during the day for 1.5 hours and from 7 PM to 10 PM, and that's it.

That's tricky, but there's so little info to say anything meaningful: how is he doing in his own skin, what's his eating and activity pattern like? Is he home every day or does he also have daycare days?
You can also go to a drop-in at the child health center with these things (though you sometimes have to listen selectively and only do the things you think will help).

Our little boy eats 180ml of formula in the morning, then has fries, veggies, and meat in the afternoon, followed by fruit porridge in the late afternoon. In the evening, he eats with us at the table, and before bed, he has another 180ml of formula.
He also goes to daycare when I have to work.
He’s usually always cheerful and eager to learn new things. He takes steps while holding onto a hand and plays a lot too.

Maybe you're not putting him to bed in time. If a child is overtired, they also sleep poorly.

My little boy goes to bed between 7 PM and 7:30 PM.
    So I don't think that's the issue.

Do you know his signs of fatigue? How do you get through the nights?
Giving advice is hard without the full picture..

As a comparison: here, little son sleeps at least 1 nap a day of about 2 hours and from 7pm to 6am. That's the minimum, he often asks for more sleep.

My little guy sleeps 1.5 hours during the day and normally from 7 pm to 7 am. But now he just sleeps 3 hours in total over the whole day??
When he's tired, he wants cuddles, rubs his eyes, and gets grumpy.

He's 9 months old. If he doesn't ask for more sleep, that's fine.
