I also like Willem! But I don't think it's as short as you want?
I also like Mart, it's classic and short.

Hugo makes me think of an old man

Hmm.. tricky. I don't really think it's a name for a child, more for an older man. But yeah, eventually he'll grow up and then something with "tje" at the end won't fit anymore, and that's a consideration you have to make.
Theo isn't really my style. I'd lean more towards names like (in that category) Kees, Willem, Guus, Gijs.
On the other hand; there are never many Theos in a class, so it is quite original. It also has a bit of a cool vibe.
If you add it all up, I'd just go for Theo. It's a name you both like, and I think you should just follow your gut.

    I do think it's a serious name.
    Not bad at all,
    but indeed a bit old-fashioned.
But you don't have to mind that, of course.
    It's quite well-known, though.

Not my favorite, but quite a nice name.

I really think Theo is beautiful! It's indeed a bit of an older name, but that's exactly what's nice about it!

    Theo is really nice!
I also like Pim and Wout.

Theo, not my taste, but also not bad!
I think Thijs is a nice name!

    Theo
Not my taste, but definitely not bad!
    Sem, Senn, Daan??

Not quite my taste either, but it's a name that everyone can spell and recognize.

    Just go for it!

    Otherwise:

    Auric
    René
    Daniel
    Hugo

Freya, my nephew also has Tejo as a middle name. It's named after my stepfather, who's called Theo. But they thought this spelling was nicer, more modern.
    I think it's a lovely name anyway!

Short and sweet. Not my taste, but I think it's a nice Dutch name.

I think Theo is a super nice name; you hardly hear it among kids anymore.

I still know a 24-year-old boy named Theo. At first, I found it a bit strange for such a young name, but now that I'm completely used to it, I actually think it's really nice for the new generation.

I'm not so fond of it.
Old Dutch names, actually yes.. but more like
    Jaap
    Tieu
    Ben
