I personally think Feline is prettier than Philine. But everyone has their own preferences. It's indeed less popular, so I get your point there. But it's not a bad name at all, definitely not!
    Here are some more ideas:
    Florianne, Richelle, Nikita, Juliet, Vienna

As mentioned before, I really like the name Rosmarijn, but I have a few more suggestions:
    Jacoline
    Marjolein
    Eveline
    Elizabeth
    Phileine
    Annelotte
    Kristine

    Liselot, Madelief and Willemijn
    Liselot, Madelief and Ilona

Philine is a nice alternative for Feline and fits well with the names of your two daughters.

My daughter is named Anneliese. The second one is a boy, but otherwise we would have named her Lizette

Rosalie goes nicely with the other names.

    Otherwise, maybe: Annelie?

I think Philippa is a beautiful name!

Our daughters are named Josefien and Roosmarijn. I don’t think I’ve seen Josefien in the list before.

Glad to help brainstorm! Not really my style, but it's so nice that you're going for a nice Dutch sound... three syllables... clear style! I like that.
I find Philine a bit less fitting. Doesn't sound as Dutch, more French or something.
Of the previously mentioned options, I think Willemijn is a good match, unfortunately without the 'ie'.
And someone mentioned Evelien (I'd spell it like that). I also think it fits really well with the other names. It sounds very open and cheerful to me, just like Liselot and Madelief.
    Good luck!
