    Neither is really my taste, but if I have to choose, I'd pronounce Kate as "Keet."

    I personally don't find Hoor that appealing.
    I'd rather go with Nora. Noor reminds me of a Norwegian living in the north, but as I see it, everyone has their own opinion I guess I'm one of the few who thinks this way.

    Noor is indeed the winner. It sounds so soft and timeless. Kate might be a bit too much if you already have lots of Dutch names around you. Noor just sounds nice and calm.
