Axel or Charlie

We're looking for a tough boy's name but would like it to sound a bit sweet too. I personally think it's important that it's usable internationally. But we're wondering which name would fit best for growing up in our area. We live in a small, cozy Flemish town. Thanks for your kind replies/help.
