What do you think of the name Chloe? Would you pronounce it as Kloowie or Kloowee? And isn't it too common?

And I think it's not that common at all.
But the pronunciation depends on how you spell it. If you want the pronunciation "kloowie," I'd write it as Chloë. And if you prefer the pronunciation "kloowee," I'd write it as Chloé.
