What should I do?

Hi everyone,
I'm looking for advice.
Someone in my close circle has 2 kids, a boy (4) and a girl (2.5).
The kids never look so 'fresh'. Same clothes for multiple days, often dirty. Dirty ears and nose, no routine, lots of crying.
The kids get lots of sweets, all day long lots of stimuli like TV, tablet and heaps of toys.
I respect everyone's way of parenting. That's also my problem. Many people talk about them, almost always negatively. Some order for those kids wouldn't be bad either.
I think it's mean for those kids. They get stared at.
Should I bring this up with the parents or leave it alone. Maybe they need help, if parenting isn't working out they give in to their kids too easily.
Or I'll end up being a busybody.
Very difficult, does anyone have tips?

    If it’s really bothering you, I’d suggest talking to the parents. Maybe they’re aware of the situation themselves and could use some help, actually. But I’d much rather hear something like this from someone I know, rather than Child Protective Services suddenly showing up at the door with a report from an anonymous person. I’ve never had to deal with that in my own circle. It seems like such a tough situation. But think about the kids. They can’t do anything about it. And from your story, they really do need help. You’d never forgive yourself if something happened to them. Are you close with the family? Are the kids otherwise happy at home?

    But if I had to choose based on your story:
    I’d rather be seen as “the busybody” or “the know-it-all” or whatever, than someone who turns a blind eye and leaves the kids to their fate. How often do people just ignore physical abuse and this is also a form of neglect, not physical but lack of hygiene, no proper food... The kids deserve a better life than this. The nutrition they get when they’re little lays the foundation for their overall health later on, and it doesn’t sound good from what you’re saying Such a sad story, I can understand why it’s bothering you.
