Pregnancy tests, ovulation and ovulation tests

Ladies, quick question, I'm totally confused about this.. Did an Action test today and it was negative, but the question is, the packaging says you can use the test four days before your expected period.. But it also says the test can detect 25 hcg.. Is this considered an early test or not? I thought 25 was for regular tests?

I do think that 25 is a regular test, but I'm not 100% sure. Hope someone has more info. Good luck!
