Measuring the belly

The midwife measured my belly this morning and said it was 28 cm.
I'm 31 weeks pregnant tomorrow and I just went online to read about why they measure that.
I could have asked, but I always think of that when I'm at home

Now I'm reading that it has to do with the duration of your pregnancy, something like the number of cm plus 4.
So 28 + 4 = 32.
I'm 31 weeks tomorrow, so could that be right?
